In March 2005, Governor Rendell established the Commission to Address Gun Violence to recommend changes that emphasize prevention, community focus, and collaboration to reduce gun violence.  An extensive report included a recommendation to develop and implement a hospital-based injury surveillance system that is actively connected to social service and intervention providers. 

In response to this the Pennsylvania Department of Health created a unique pilot project called the Pennsylvania Injury Reporting and Intervention System (PIRIS) to address gun violence among 15- to 24-year-olds in Philadelphia.

Unlike many other violence reduction initiatives, PIRIS is a comprehensive intervention and research initiative, which is designed to positively impact individuals, families, and communities. Collaboration among PIRIS partners and other organizations increases the effectiveness of the program and the possibility for replication throughout the Commonwealth.
